Executive Summary
Background: The formation of Global Economic & Workforce Development Coalition (GEWDC) facilitates the creation of a synergistic system of business education, training and resource program development to deal with the current disjointed and non-integrated trade and business support systems existing in California and the U.S. Most of the small, local non-profit organizations have limited resources to reach and support the existing and emerging small to medium sized firms from each of the sixteen National Institute of Skills and Technology (NIST) industry clusters for which national skill standards have been established. The clusters include:

These sixteen clusters provide the solid framework of a national system of economic development, workforce skills certification and the ability to deal more effectively with the growing challenges and competition from international business organizations and their growing impact on the global economy.
The Vision: A growing majority of small to medium sized firms do not affiliate with the existing trade organizations, chambers of commerce, etc. because of the lack of perceived value and ROI on money and time invested. The vision of GEWDC is to create a strong value-added resource and support system to encourage greater participation by these firms to more effectively deal with the current barriers to profitability and productivity. The coalition approach permits the inclusion and active promotion of local organizations that can develop active local communications within each industry cluster. This allows for the creation of a network of industry specific Global Industry Alliances with Local Advisory Councils to service as support organizations working in collaboration with or independently of the existing support organizations.
Industry Overview: The initial industry cluster alliances will expand during 2009-2010 to respond to the need to strengthen and expand the manufacturing, supply chain logistics, energy management and health science industries in the U.S. The global business resource and support organizations will also expand with operations in Mexico, China, India, Gulf Region, Europe and Africa.
Global Manufacturing Industry Alliance (GMIA) - the manufacturing sector in the U.S. is the strongest in the world but is increasingly being negatively impacted by U.S. political forces and global business competition. For small to medium sized firms, the resources to successfully compete on a global basis have been limited. The GEWDC system permits the creation of a synergistic support environment with the legal, financial, operational and staff development resources needed at a fair price. Also incorporated are federal, state and private development grant programs to help reduce financial burdens on participating firms. This is accomplished by the aggregation of a wide variety of resources from public and private sector providers. To date, the development of fully integrated 3PL and 4PL supply chain operations has been only marginally successful.
Global Health Science Industry Alliance (GHSIA) - the U.S. health science industry sector in the last four decades has been struggling against a growing background of governmental mandates and intrusions. The historical concept of a two party political system, independent patient and healthcare professionals, was supplanted by a convoluted and often burdensome system of HMO, PPO, POS and government mandated and controlled healthcare delivery system. The consumer and the employers who sponsor most of the benefit programs as well as the healthcare professionals have become more and more disconnected from the direct control and delivery of the healthcare and scientific innovation systems. Many politicians and bureaucrats are advocating single payer systems like the Canadian and UK system with government controlling all healthcare delivery and the $2.8 Trillion dollar cash flow in the system. However, there is not a "successful" single payer system anywhere in the world serving a national population the size of the United States with high quality healthcare at a fair price.
California International Business Alliance (CIBA) - this resource and support organization will aid California and U.S. business organizations desiring to create profitable international business operations. The leadership of the organizations has decades of hands on experience in project development, education and execution.
Associates will have access to hundreds of potential business projects each year through the growing support resources of the U.S. Department of Commerce Export Council, and support organizations from countries around the globe including Mexico, China, India, Gulf Region, Africa and Europe.
Market Opportunities: The development of the GEWDC system will evolve through several channels. These include the inclusion of highly proactive organizational stakeholders who share the vision and want to improve the efficiency, effectiveness, productivity and profitability of their members firms. These organizations can be trade, professional or community based organizations that function independently and cooperate on projects or as general coalition and alliance partners.
Another channel is the growth of the GEWDC industry alliances in those areas where it is not possible to involve the local stakeholders. The areas will develop their own Local Advisory Councils (LAC) to bring together the individuals and firms who seek expanded opportunities and resources to improve their operations.
Market Scope: The initial focus of GMIA is in Southern California where a marketplace of over 6,000 manufacturing firms exists. Coalition member Alliance for Service Providers and Manufacturing is gaining significant membership in Northern California. Relationships are also developing with public and private sector Economic Development Councils and organizations representing thousands of local businesses. Exploratory discussions are underway with national and international resource organizations whose membership is focused in the manufacturing and logistic sectors.
The initial focus of GHSIA is focused around the active plan in cooperation with the National Alliance of Consumers and Healthcare Professionals and CashDoctor.com. The current projects involve the creation of community based Healthcare Education Resource Centers which are centered at local community hospitals. Southern California and South Florida are the sites for this initial development. A current project involves the integration of a large Preferred Provider Organization with over 6,000 healthcare professionals into the CashDoctor.com resource portal. Another project is the expansion of the Consumer Directed Healthcare Plan systems which are returning directions and control of healthcare delivery to the consumers and their healthcare professional advisors. One of the critical aspects of this system is to increase to a high level the transparency of healthcare cost information to aid consumers in making informed decisions about the healthcare needs.
The introduction of resource programs like employee skill development, Lean-Six Sigma operational improvement systems, workers compensation, liability insurance, healthcare insurance, human resource development, compliance, benefit plan administration and payroll services brings growing value-added benefits to coalition and alliance members and stakeholders. The support contribution levels by individual member organizations are kept to a minimum to facilitate a maximum growth opportunities and the ability to clearly demonstrate high ROI and value-based results for the time and resources contributed to the coalition and alliances. To provide the personal counseling and support necessary to implement these programs on a local basis, a growing network of insurance and healthcare benefit specialist is being developed across the U.S. to duplicate the current projects in new markets as feasibility studies are completed and local stakeholders are developed. The expected passage of the Association Health Plan Act will facilitate the creation of CDHP plans for all coalition and alliance supporters.
GEWDC and the Alliances will co-sponsor with other stakeholder organizations local, regional, national and international conferences to bring people together in a positive educational environment which will greatly expand the opportunities for networking and joint venture development. One of the initials conferences is the 2006 U.S. - Asia Business Summit which will be held in May 2006 in Ontario, California.
Market Penetration: As coalition and alliance relationships expand, the opportunity to serve organizations and employers throughout the nation and around the world will continue to grow. There are over 10,000,000 small to medium sized firms in the U.S. alone who are confronted with growing barriers to profitability and success. The opportunity to involve U.S. organizations is efficient and cost effective international joint ventures through the California International Business Association and the California Trade Information Network will grow. Hundreds of trade leads flow the system each week.
The creation of GEWDC municipal economic and workforce development resource centers will expand from initial operations in California and China to other communities around the nation and the world.Revenue Opportunities: A multi-channel support revenue plan is designed to provide the necessary financial resources and cashflow necessary to conduct the projects of the coalitions and alliances. This revenue will come for support contributions, sponsorships and program development allowances from the various resource programs developed to help organizations improve effectiveness, efficiency while reducing operational overhead burdens.
The People: A team of dedicated business, education and economic development professionals guide the development of the coalitions and alliances. A wide range of leadership opportunities exist for individuals at the international, national, regional and local level. The objective is to reduce bureaucratic waste, to maximum degree possible, and focus the efforts and energies of stakeholders at the accomplishment of the projects undertaken.
The Future: The power of collaboration and mission-based operations are awesome. It is amazing what can be accomplished when everyone shares the credit for the accomplishments and failures and leadership becomes a "team sport". Because of the increasing incursion of government, politicians and bureaucrats into the economic and business environment, the general business community has become increasingly disconnected from their industries and communities. It is the vision and mission of GEWDC and the industry cluster Alliances to bring back a strong team and community focused approach as we develop and coordinate access to the finest business and economic development resources.
